BUS WASH EQUIPMENT PROCUREMENT
DETROIT DEPARTMENT OF TRANSPORTATION
GILBERT & COOLIDGE FACILITIES

Written proposals are invited from interested Contractors in response to this Request for Proposal.

Proposals will be received for facility renovations in the office of the Detroit Building Authority, 65 Cadillac Square, Suite 2800, Detroit, Michigan 48226.  Proposals will be received until 2:00 PM Wednesday, February 06, 2008 and will subsequently be evaluated to select a candidate for negotiating a contract.

A pre-bid site visit will take place on Wednesday, January 23, 2008 at 9:30 AM local time at the Gilbert Facility located 5600 Wabash, Detroit, MI 48208.  Additionally, a pre-bid conference is scheduled for Wednesday, January 23, 2008 at 11:30 at the Coolidge Facility (2nd floor Administration Office) located at 14044 Schaefer, Detroit MI 48207.  Any questions regarding the work or contract documents will be answered at this time.

All proposals must agree to comply with the requirements of Fair Employment Practices and the City of Detroit Equal Employment Opportunity (EEO) Ordinance and Human Rights requirements.

The Contract Documents, which includes drawings and specifications, may be examined at the offices of the Detroit Building Authority, 65 Cadillac Square, Suite 2800, Detroit, Michigan during regular hours, 9:00 AM to 4:30 PM and copies may be obtained, at the bidders cost, from Hernandez Blueprinting Services, 1401 Vermont, Detroit, MI (313) 962-2900.

No proposal submitted may be withdrawn for at least 120 days from its due date and thereafter until the prospective vendor withdraws it, or a contract is executed or the procurement is terminated by the Detroit Building Authority, whichever occurs first.

Each proposal must be accompanied by a satisfactory security bid bond in amount no less than 5% of the total bid price, as guarantee and security for the execution of the contract.

The successful respondent will be required to comply with all applicable federal, state and local laws and regulations.  This includes, but is not limited to, all applicable Equal Employment Opportunity laws and U.S. Department of Transportation Disadvantaged Business Enterprise regulations. Firms or individual whose names appear on the U.S. Comptroller Generals’ list of ineligible contractors will not be considered.  Furthermore, Detroit based equalization credit does not apply to this solicitation.

This contract contains a subcontracting requirement of 30% with those firms who have obtained certification as a Disadvantaged Business Enterprise (DBE) firm, as defined by 49 CFR Part 26 from the DDOT Office of Contract Compliance, another transit authority, or the Michigan Department of Transportation (MDOT), or as a small business [SBA-n (a)] as determined by the U.S. Small Business Administration (SBA).

The Detroit Building Authority reserves the right to waive any irregularity in any proposal or to reject any or all proposals should it be deemed in its best interest.  If additional information is needed regarding this RFP, please contact Benyne Goldston at (313) 224-4599.
